The <br /> federal funds are channeled to the State of Hawai'i Department of Labor and Industrial Relations' Workforce <br /> Development Division which annually awards a grant to the Hawai'i County Office of Aging. The Office of <br /> Aging contracts out this part-time training program to the Department of Parks and Recreation Elderly <br /> Activities Division's Senior Training & Employment Program (STEP). <br /> The American Recovery and Reinvestment Act (ARRA), signed by President Barack Obama on February <br /> 17, 2009, included a supplemental $120 million appropriation nationwide for the SCSEP. The SCSEP- <br /> ARRA funds are to be used to support additional training and employment opportunities for unemployed <br /> low-income seniors and are meant to supplement, not supplant, on-going SCSEP operations. With the <br /> County's share of the ARRA funding, an additional nine (9) seniors around Hawai'i Island can be placed into <br /> "on the job" (OTJ) training positions. <br /> Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of <br /> Hawai'i Department of Labor and Industrial Relations for the ARRA funding. <br /> Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating the $76,844 into two <br /> separate base accounts, Salaries & Wages and OCE, for the County's STEP. <br /> Since the contract with the State needs to be executed by April 17, 2009, the Office of Aging is requesting to <br /> waive the Finance Committee and to have this resolution and bill heard at the next Council meeting scheduled for <br /> April 8, 2009. <br /> If there are any questions, please do not hesitate to call the Office of Aging. <br /> <br /> <br /> Nancy E.
