If that happens, then he will <br /> overturn the LUG decision and the applicant will have to resubmit an application <br /> for a change of zone from conservation land no urban district to the LOC. Howev,) <br /> <br /> this time, cultural resources, religious practices, shoreline gathering, public <br /> access, and the use of the ahupua'a concept will have to be worked into this <br /> development.
