2. As stated in number 2 above, the County does not allocate funds based on <br />geographic areas. The CDBG and HOME funds are allocated through a Request <br />for Proposal (RFP) process which rank and rate projects for program eligibility, <br />need and meeting the Consolidated Plan priorities, objectives and performance <br />measures. <br />3. One of the major obstacles in meeting underserved needs is the lack of funding. <br />The County will provide technical assistance in applying for funding to not-for- <br />profit agencies/organizations who request assistance. <br />4. As stated above, the County utitlizes a RFP process to allocate its CDBG, HOME <br />and ADDI funds. The respective proposal requires that the applicant identify and <br />describe other sources of funds that will be used for the projects. Examples of <br />other sources may include Section 8, Low-Income Housing Tax Credits, <br />McKinney-Vento Homeless Assistance Act programs, other special federal, State <br />and local and private funds targeted to homeless individuals and families, and <br />persons that are chronically homeless. <br />Managing the Process <br />1. Identify the lead agency, entity, and agencies responsible for administering <br />programs covered by the consolidated plan. <br />Identify the significant aspects of the process by which the plan was developed, <br />and the agencies, groups, organizations, and others who participated in the <br />process. <br />Describe actions that will take place during the next year to enhance coordination <br />between public and private housing, health, and social service agencies. <br />Program Year 5 Action Plan Managing the Process response: <br />The County of Hawai'i's Office of Housing and Community Development (OHCD) <br />manages and administers the use of the CDBG program funds for the County. As <br />the lead agency, the OHCD is responsible to complete the planning and <br />submission process for the County's Action Plan. The State of Hawaii manages <br />and administers the HOME, ADDI, HOPWA and ESG Programs. <br />2. The County coordinates with the State to co//aborate the scheduling for the 2009 <br />Action Plan Process. The County and State coordinated and conducted joint <br />public hearings to solicit input on housing and community development needs <br />and the priorities and goals of the Consolidated Plan. The County also makes <br />available the State draft and final Action Plan for public review and comment. <br />The County submits its HOME and ADDI project information to the State for <br />inclusion in the State's 2009 Action Plan. In addition, the County complies with <br />its citizen participation plan. (See citizen participation section.) <br />3. The County will do the following to enhance coordination: <br />•Continue to include information to the public on the County's weekly <br />newsletter that is distributed by email to 10,000+ persons/organizations <br />~- ~- -- <br />Fifth Program Year Action Plan 4 Version 2.0 <br />
