•Expand an email list to notify interested citizens and organizations of <br />upcoming events <br />•Include video conferencing in its Citizen Participation activities. <br />Citizen Participation <br />1. Provide a summary of the citizen participation process. <br />2. Provide a summary of citizen comments or views on the plan. <br />3. Provide a summary of efforts made to broaden public participation in the <br />development of the consolidated plan, including outreach to minorities and non- <br />English speaking persons, as well as persons with disabilities. <br />4. Provide a written explanation of comments not accepted and the reasons why <br />these comments were not accepted. <br />*Please note that Citizen Comments and Responses may be included as additional files within the CPMP <br />Tool. <br />Program Year 5 Action Plan Citizen Participation response: <br />i. The process to develop the Action Plan includes: public hearings to solicit input on <br />housing and community development needs and the priorities and goals of the <br />Consolidated Plan; publication of notices in the newspapers of general circulation <br />to solicit public comments on the draft Consolidated Plan and approval of the <br />Action Plan. <br />2. The draft 2009 Action Plan was available for public review and comment from <br />February 27, 2009 to March 30, 2009. No comments to the draft Action Plan <br />were received. <br />3. The County continues to broaden public participation by: <br />• Including information to the public on the County's weekly newsletter that is <br />distributed by email to 10,000+ persons/organizations. <br />• Updating an email list to notify interested citizens and organizations of <br />upcoming events. <br />• Conducted public hearings earlier in the program year to avoid holidays. <br />In addition, in all of its public hearings and notices, the County encourages the <br />participation of minorities, non-English speaking and persons of Limited English <br />Proficiency (LEP), as we// as persons with mobility, visual or hearing <br />impediments. <br />4. As stated above no comments to the draft 2009 Action Plan were received. <br />Institutional Structure <br />1. Describe actions that will take place during the next year to develop institutional <br />structure. <br />Program Year 5 Action Plan Institutional Structure response: <br />fifth Program Year Action Plan 5 Version 2.0 <br />
