Arakaki, Chairman <br /> and Members of the County Council <br /> County of Hawaii <br /> 25 Aupuni Street <br /> Hilo, HI 96720 <br /> <br /> Dear Chairman Arakaki and Members: <br /> <br /> Change of Zone Application (REZ 98-20) <br /> Applicant: Mr. and Mrs. James William Cardin <br /> Request: A-20a to FA-3a <br /> Tax Man Key: 7-3-25:15 <br /> <br /> The Planning Commission, after a duly held public hearing on October 16, 1998, voted to <br /> recommend for your approval the proposed legislative bill to change the district classification <br /> for approximately 21.961 acres of land from Agricultural (A-20a) to Family Agricultural <br /> (FA-3a). The property is located in the Kaloko Mauka Subdivision on the north side of <br /> Kaloko Drive at approximately the 2,500-foot elevation, Kaloko, North Kona, Hawaii. <br /> <br /> The Commission concurs with the following Planning Director's reasons for recommending <br /> favorable consideration of the change of zone: <br /> <br /> In order to consider an area for any type of zoning designation, the applicable <br /> goals, policies and standards of the General Plan must be adequately addressed. It is <br /> only through such a comprehensive policy analysis approach that evaluations and <br /> decisions can be made to better time and stage developments to achieve growth <br /> <br /> determined by the General Plan and related planning documents. The implications of <br /> these evaluations and decisions must be also considered as they may have an impact on <br /> similar areas in the County. <br />
