Arakaki, Chairman <br /> and Members of the County Council <br /> Page 2 <br /> <br /> <br /> The proposed Change of Zone from an Agricultural (A-5a) to Family <br /> Agricultural (FA-la) zoned district would conform to the following goals, policies and <br /> standards of the Land Use and Agriculture Elements of the General Plan: <br /> <br /> o Designate and allocate land uses in appropriate proportions and mix and in <br /> keeping with the social, cultural and physical environments of the County. <br /> <br /> o Protect and encourage the intensive utilization of the County's limited prime <br /> agricultural lands. <br /> <br /> o The County shall encourage the development and maintenance of communities <br /> meeting the needs of its residents in balance with the physical and social <br /> environment. <br /> <br /> o Zoning requests shall be reviewed with respect to General Plan designation, <br /> district goals, regional plans, State Land Use District, compatibility with <br /> adjacent zoned uses, availability of public services and utilities, access, and <br /> public need. <br /> <br /> o The compatibility of agricultural and non-agricultural uses should be carefully <br /> reviewed and where appropriate, buffers required. <br /> <br /> o Rural-style residential-agricultural developments, such as new small-scale rural <br /> communities or extensions of existing rural communities, shall be encouraged in <br /> appropriate locations. <br /> <br /> o The county shall encourage the development and maintenance of communities <br /> meeting the needs of its residents in balance with the physical and social <br /> environment. <br /> <br /> o Agricultural land shall be used as one form of open space or green belt. <br /> <br /> While the potential for agricultural uses may exist, the project site soils are <br /> Kona extremely rocky muck (rKYD). The Kona Series consists of well drained, thin <br /> organic soils over pahoehoe lava bedrock. In a representative profile, the surface layer <br /> is very dark brown muck about 5 inches thick. It is underlain by pahoehoe lava <br /> <br /> bedrock. The surface layer is slightly acid. Permeability is rapid in the soil, and the <br /> water moves rapidly through the cracks of the lava. Runoff is medium, and the erosion <br /> hazard is slight. Roots are matted over the bedrock or extend a few feet into the <br /> cracks. The soil is mostly used for pasture and watershed.
