Requesting a resolution to authorize the Mayor to enter into an agreement with the Executive Office <br /> on Aging of the State of Hawaii Department of Health to receive federal grant funds from the <br /> American Recovery and Reinvestment Act of 2009 (ARRA) Public Law 111-05) for the Hawaii <br /> County Office of Aging (HCOA) to provide Congregate and Home Delivered by the Hawaii County <br /> Nutrition Program. <br /> <br /> 2. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED) <br /> <br /> The Hawaii County Office of Aging is awarded Older Americans Act (Title III) and State of Hawaii <br /> Kupuna Care (KC) funds from the Executive Office on Aging annually. These funds are then <br /> contracted out to the Hawaii County Nutrition Program to provide congregate and home delivered <br /> meals to older individuals in Hawaii County. Accountability and transparency are significant <br /> components of the ARRA. Thus, funds must be tracked separately from regular Title III and KC funds. <br /> The ARRA funds will enable the County of Hawaii to provide 4,899 congregate meals and 3,561 home <br /> delivered meals to eligible older individuals in Hawaii County. In addition to meals provided, portion of <br /> the ARRA funds will be used to employ a temporary pat-time staff to deliver meals to homebound <br /> seniors and, increase work hours to a number of staff at congregate meal sites. Because these ARRA <br /> funds must be expended by September 30, 2010, HCOA further request that Finance Committee be <br /> waived to expedite full utilization of the ARRA funds. <br /> <br /> <br /> <br /> SIGNED: DATE: April 17, 2009 <br /> <br /> Department Head <br />
