'~v os y4 <br />COUNTY OF HAWAII •~ '•• <br />%: '~ <br />STATE OF HAWAII <br />RESOLUTION NO. 158 09 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT(S). <br />WHEREAS, the West Hawaii Community Health Center, Ina (WHCHC) is a 501(c)(3) <br />nonprofit organization, and is committed to making healthcare geographically and financially <br />accessible to all the people of West Hawaii; and <br />WHEREAS, WHCHC offers an integrated approach to healthcare that includes medical, <br />dental, and behavioral health services to adequately serve residents who do not currently have <br />adequate access to healthcare and in so doing complete the Island's "Circle of Care" from <br />Kawaihae to Kona to Miloli`i; and <br />WHEREAS, WHCHC is partially funded by a federal 330e grant that covers only 30% <br />of the operating budget and WHCHC must rely upon Medicaid, Medicare, and privately insured <br />patients to balance its budget and maintain services; and <br />WHEREAS, WHCHC opened a Keiki Clinic in Kealakekua providing medical, dental <br />and behavioral services to all children including the indigent, uninsured, and underinsured <br />children who have been identified as a priority by the State of Hawaii; and <br />WHEREAS, WHCHC will implement the following three projects targeting children and <br />the developmentally disabled in West Hawaii; Hospital Dentistry Program, Pediatric <br />Connection, and Keiki Health Center Education and Outreach Project; and <br />WHEREAS, the Hospital Dentistry Program is collaborating with Kona Community <br />Hospital to put into place the first hospital dentistry program on the Island of Hawaii. Once this <br />program is established, it will fill a critical need in our community. Currently, pediatric patients <br />and adults with special needs who are in need of dental treatment with general anesthesia are <br />flown to Oahu for care. It is anticipated that Hospital Dentistry services will begin in July 2009; <br />and <br />WHEREAS, the Pediatric Connection will start in the fall of 2009. WHCHC will <br />collaborate with the pediatric dental program at University of California, San Francisco, School <br />of Dentistry to provide screening, comprehensive dental care, and oral education for children at <br />Konawaena Elementary School by bringing from the mainland pediatric dental residents to help <br />the children. Oral health education will be provided in each classroom and oral health packets <br />will be disseminated to all children; and <br />
