COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 163 09 <br />RESOLUTION CREATING A LEAD TRAFFIC SIGNS AND MARKINGS <br />PAINTER POSITION, TWO (2) TRAFFIC SIGNS AND MARKINGS PAINTER <br />POSITIONS, AND TWO (2) TRAFFIC SIGNS AND MARKINGS HELPER <br />POSITION FOR THE DEPARTMENT OF PUBLIC WORKS' TRAFFIC <br />DIVISION <br />WHEREAS, with the sunset of the State's Act 90 in June 2007, County <br />departments were required to look at their existing contracts and develop plans to <br />eventually eliminate the need to contract out services for work that was historically and <br />customarily pertormed by civil service employees; and <br />WHEREAS, the Department of Public Works' Traffic Division currently has a traffic <br />striping contract that will expire at the end of fiscal year 2008-09 and is unable to continue <br />contracting this service out; and <br />WHEREAS, in an effort to maintain the same,level of service to the public after the <br />expiration of the traffic striping contract, they are requesting for five (5) new positions in <br />their Traffic Signs and Markings Section; and <br />WHEREAS, these new positions for an additional crew include a Lead Traffic Signs <br />and Markings Painter, WS-09, two (2) Traffic Signs and Marking Painters, BC-09, and two <br />(2) Traffic Signs and Marking Helpers, (BC-05); and <br />WHEREAS, with the creation of the additional crew, the Traffic Division will be <br />able to take on more projects at the same time; and <br />WHEREAS, there will be sufficient funds to cover the salaries and wages of these <br />new positions; and <br />WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that <br />the Mayor has the power to "Create positions...fortyhich appropriations have been made <br />by the council...". <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY <br />OF HAWAII that a Lead Traffic Signs and Markings Painter, WS-09, position, two (2) <br />Traffic Signs and Markings Painter, BC-09, positions, and two (2) Traffic Signs and <br />Markings Helper, BC-05, positions be created for the Department of Public Works. <br />
