No. 163-09 <br /> PLACE: Council Chambers <br /> TIME: 10:06a.m. <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Finance, to which was referred Resolution No. 163-09, reports as follows: <br /> <br /> Resolution No. 163-09, transmitted by Finance Director Nancy Crawford, via Communication No. 330, <br /> dated May 6, 2009, creates five (5) new positions in the Traffic Signs and Markings Section of the <br /> Department of Public Works' Traffic Division. These positions include a Lead Traffic Signs and <br /> Markings Painter, two (2) Traffic Signs and Marking Painters, and two (2) Traffic Signs and Marking <br /> Helpers. <br /> <br /> Pursuant to Article V, Section 5-1.3(c) of the Hawaii County Charter the Mayor has the power to create <br /> positions "for which appropriations have been made by the council." <br /> <br /> Councilmember Ford requested an explanation as to why the positions were being created.
