The DPW recommends no access, or <br /> limited access from Kekuanao`a Street. <br /> <br /> The Department of Public Works (DPW) recommends full improvements to the <br /> entire frontage along Kekuanao`a Street and Laukapu Street consisting of, but not limited <br /> to, pavement widening with concrete curb, gutter and sidewalk along with any utility <br /> relocation. The DPW further recommends that the applicants provide a minimum 20-foot <br /> property line radius at the intersection of Kekuanao`a and Laukapu Streets within the <br /> future road widening setbacks. Both recommendations will be included in the conditions <br /> of approval. <br /> <br /> County water is available to the site. The project will connect to the County's <br /> sewer line. Solid waste will be handled by commercial haulers. If required, a Solid <br /> Waste Management Plan will be prepared. Electricity and telephone services are <br /> available to the site. <br /> <br /> The project site has no severe geological or topographical problems which cannot <br /> be rectified or which would render the land unusable. The properties are located within <br /> Zone "X", area determined to be outside the 500-year floodplain. All development <br /> generated stone run-off shall be disposed of on-site and not allowed onto adjacent <br /> properties or roadways. <br /> <br /> As the properties are developed, no professional archaeological survey was <br /> conducted of the site. By letter dated February 20, 2009, the applicants requested a letter <br /> of no effect from the DLNR Historic Properties Division (HPD). As of this writing, no <br /> response has been received from the DLNR-HPD. The applicants have stated that should <br /> any archaeological features or sites be discovered during the development of this project, <br /> work will immediately cease and the Planning Department will be notified. No <br /> professional flora or fauna surveys were conducted, as the applicants do not believe that <br /> rare or endangered floral or faunal resources are on the improved site. The properties are <br /> located in an urban setting close to existing industrial and commercial uses and fully <br /> developed with a single-family dwelling and carport. <br />
