County Zoning: RS-10. <br /> <br /> 8. Hilo Community Development Plan: The Hilo Community Development Plan adopted <br /> by Resolution No. 1 on May 21, 1975, designates this area as RS-10. <br /> <br /> 9. Coastal Zone Management, HRS, Chapter 205A: The entire State of Hawaii lies <br /> within the Coastal Zone Management area. <br /> <br /> 10. Special Management Area: The SMA is a part of the Coastal Zone Management <br /> <br /> Program regulated by the County. The project site is located more than two miles from <br /> the shoreline and is not in the SMA. <br /> <br /> DESCRH'TION OF PROJECT SITE AND SURROUNDING AREA <br /> 11. Subject Property: The property is an improved, approximately 45,800 square foot parcel <br /> <br /> on the northeast comer of Kawili Street and Laukapu Street. Currently, there are 5 rental <br /> units on the site. These units will remain as rentals until the commencement of <br /> <br /> construction. Due to the grade difference of 15-20% between the northern and southern <br /> portion of the parcel, the site is proposed to be developed with a split-level style for the <br /> <br /> clinic. The lower (northern) portion adjacent to the Industrial-zoned property would <br /> possibly be used as a kennel. <br /> <br /> 12. Surrounding Zoning and Land Uses: The land uses in the immediate area are a mix of <br /> residential, commercial and industrial uses. Across Laukapu Street to the west is a vacant <br /> <br /> property zoned MCX-20 under Ordinance No. 03 109 on July 9, 2003. An industrial- <br /> commercial complex zoned ML-20 is located adjacent to and north of the project site on <br /> <br /> the comer of Laukapu Street and Lanikaula Street, and various commercial/industrial uses <br /> <br /> are located on lands zoned ML-20 to the south/southeast of the project site, including <br /> Kamaaina Motors, a Farm Coop building, and various commercial businesses. There are a <br /> <br /> small number of residences on lands zoned RS-10 to the east on Kawili Street. TMK: 2- <br /> 2-49: 24 located one block east of the property on Kawili Street and Kalanikoa Street was <br /> <br /> zoned MCX-20 by Ordinance No. 05 159 effective December 15, 2005. <br /> <br /> -2- <br />
