COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 186 09 RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF DEFENSE, STATE CIVIL DEFENSE, PURSUANT TO HRS 46-7, FOR THE EMERGENCY MANAGEMENT PERFORMANCE GRANT WHEREAS, since 1999, the State of Hawaii Department of Defense, State Civil Defense has been the recipient or grantee of Emergency Management Performance Grant (EMPG) Program allocations; and WHEREAS, EMPG funds are currently provided through the U.S. Department of Homeland Security, Office of Grants and Training, to sustain and enhance emergency management capabilities at the State and local government levels; and WHEREAS, these program funds have been traditionally used by State and county civil defense agencies to partially reimburse program expenses for salaries, planning, preparedness projects, readiness exercises, training, travel, and for emergency operations center utilities; and WHEREAS, the funds are provided to the Hawaii County Civil Defense Agency to support a comprehensive emergency management that is able to respond to natural and manmade hazards, homeland security-related incidents, and other emergencies that may threaten the property, safety and well-being of the citizens and communities; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, the Memorandum of Agreement with the State Civil Defense, attached hereto and incorporated herein by reference as Exhibit "A", to enable the County of Hawaii to receive the Emergency Management Performance Grant.
