COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 186 09 <br />RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER <br />INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT <br />OF DEFENSE, STATE CIVIL DEFENSE, PURSUANT TO HRS 46-7, FOR <br />THE EMERGENCY MANAGEMENT PERFORMANCE GRANT <br />WHEREAS, since 1999, the State of Hawaii Department of Defense, State Civil <br />Defense has been the recipient or grantee of Emergency Management Performance <br />Grant (EMPG) Program allocations; and <br />WHEREAS, EMPG funds are currently provided through the U.S. Department of <br />Homeland Security, Office of Grants and Training, to sustain and enhance emergency <br />management capabilities at the State and local government levels; and <br />WHEREAS, these program funds have been traditionally used by State and county <br />civil defense agencies to partially reimburse program expenses for salaries, planning, <br />preparedness projects, readiness exercises, training, travel, and for emergency <br />operations center utilities; and <br />WHEREAS, the funds are provided to the Hawaii County Civil Defense Agency to <br />support a comprehensive emergency management that is able to respond to natural and <br />manmade hazards, homeland security-related incidents, and other emergencies that may <br />threaten the property, safety and well-being of the citizens and communities; and <br />WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county <br />departments obtain the consent of the council to enter into agreements with the federal or <br />state governments respecting action to be taken pursuant to any of the powers granted <br />by law to furnish, expend, and receive any funds or other assistance in connection with <br />projects being or to be undertaken pursuant to those powers. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY <br />OF HAWAII, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor <br />of the County of Hawaii is authorized to execute, on behalf of the County, the <br />Memorandum of Agreement with the State Civil Defense, attached hereto and <br />incorporated herein by reference as Exhibit "A", to enable the County of Hawaii to receive <br />the Emergency Management Performance Grant. <br />
