These EMPG funds, currently provided through the U.S. Department of Homeland <br /> Security, Office of Grants and Training, to sustain and enhance emergency management <br /> capabilities at the State and local government levels, have traditionally been used to partially <br /> reimburse program expenses for salaries, planning, preparedness projects, readiness <br /> exercises, training, travel, and for emergency operations center utilities. These funds, totaling <br /> $222,448 for two fiscal years for the Hawai'i County Civil Defense Agency, will support a <br /> comprehensive emergency management that is able to respond to natural and manmade <br /> hazards, homeland security-related incidents, and other emergencies that may threaten the <br /> property, safety and well-being of the citizens and communities. <br /> Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of <br /> Hawaii Department of Defense, State Civil Defense for the Emergency Management <br /> Performance Grant Program. <br /> Because of an urgency to get the signed memorandum of agreement back to the State, the <br /> Civil Defense Agency is requesting a waiver from the Finance Committee and to have this <br /> resolution heard at the next Council meeting scheduled for June 2, 2009. <br /> <br /> If there are any questions, please do not hesitate to call the Civil Defense Agency. <br /> <br /> <br /> <br /> I OIL <br /> Nancy E.
