With OHA support of the Bicycle Patrol we can mitigate many of these problems <br />by the proper training of Bicycle Patrol Officers and provision of essential equipment needed. <br />Project Plan <br />The following are the steps and strategies that will be implemented if this grant proposal is <br />approved. The project plan outlined below we consider the most cost effect, expeditious and <br />sustainable. <br />1. Training of existing Bicycle Patrol Officers in the areas of cultural awareness, <br />crisis intervention, homelessness and mentally ill. This by providing scholarships <br />for trainings and conferences to identified officers. Scholarships would include the <br />cost oftraining/conference, travel and accommodations if applicable. <br />Trainings/conferences would be subject to approval by OHA and the Police Chief of <br />Hawaii County by memorandum. Trainings/conferences will be completed within one <br />year of grant acceptance. Local resources and professionals will be utilized whenever <br />possible. The number of scholarship awards will be determined by the number of <br />qualified officers and the related costs. The purpose of these scholarships is to increase <br />the awareness and skill set of the officers involved. After completion of <br />training/conference they will give In Service Training to patrol officers. <br />2. Training of police officers to participate in the Bicycle Patrol program. This to <br />include basic bicycle concepts such as maintenance, safety, physical conditioning and <br />tactics. Training to be conducted by entity approved by the Police Chief of the County <br />of Hawaii sufficient to qualify officer's for participation in the Bicycle Patrol program. <br />Grant to cover the cost of training, travel/accommodations if applicable. Local <br />resources and professionals will be utilized whenever possible. Training to be <br />completed within one year of grant acceptance. The number of officers to be <br />determined by training related costs once identified. The purpose of this training is to <br />increase the number of police officers available for Bicycle Patrol. <br />3. Equipment and Maintenance Expenses. Procure new bicycles meeting minimum <br />criteria for Bicycle Patrol duty. Procure adequate supply of uniforms and duty belts for <br />Bicycle Patrol Officers completing training. Provide a budget for maintenance, parts <br />and other equipment related expenses for Bicycle Patrol. <br />Project Plan Summary <br />By providing police officers with trainings and or conference scholarships in the areas of <br />cultural awareness, crisis intervention, homelessness and the mentally ill, the officer's will be <br />able to expand and improve their skill set and provide better service to the community. It will <br />allow them to gain a better understanding of those communities and how better to service it. <br />With this knowledge they will then provide In Service Training to their peers on the concepts <br />
