quarterly for one year by the Community Policing Section for analysis. Results and <br />recommendations are then to be forwarded to OHA for evaluation and review. <br />A written survey will also be administered to Bicycle Patrol Officers twice over a twelve <br />month period. This survey will inquire as to the officer's attitudes regarding the Bicycle Patrol <br />and its effectiveness. These surveys will be administered by the Community Policing Section. <br />The results and recommendations are then to be forwarded to OHA for evaluation and review. <br />A quarterly review of all the Criminal Case's and arrests generated by Bicycle Patrol will be <br />conducted. This information will be reviewed by the Community Policing Section and the results <br />forwarded to OHA for review. <br />All information gathered via criminal cases, MP's, arrests, surveys est. will be analyzed for <br />parties' ethnic affiliation i.e.: Hawaiian non Hawaiian. Additionally they will be analyzed to see <br />if during police contact that member was referred to another appropriate organization for <br />assistance when applicable. A summation of the results gathered will then be reported via a <br />written document to OHA twelve months after the grant approval. This will act as a yeazend <br />report summarizing the Bicycle Patrols effectiveness and its impact on the Hawaiian community. <br />A quarterly Bicycle Patrol schedule will be submitted to OHA. <br />The reports and statistics gained over the next year can then be used to create a baseline for <br />comparison against subsequent yeazs. <br />It should be noted that we will receive assistance in survey construction and statistical <br />analysis from the University of Hawaii, Hilo at no cost. <br />Conclusion <br />Faced with economic uncertainty we all face many new challenges. Only by collaborative <br />efforts and an open mind in trying new approaches will we be able to face these challenges <br />effectively. The Hawaii County Police Department believes that by partnering with the <br />community and OHA in efforts like the Bicycle Patrol we can provide a safe community for all. <br />Through the Bicycle Patrol program we see a bright future in building strong ties with the <br />community. With ongoing and expanded training for police officers in the areas of crisis <br />intervention, cultural awazeness, conflict management, homelessness and the mentally ill we will <br />increase our ability to help those in need. <br />It is a priority of the Hawaii County Police Department to give the highest quality of service <br />to those living in and around Hawaiian Homelands and we recognize this population is very <br />unique and has much to offer. We want to continue foster a positive relationship with these <br />communities and believe this can be done in part with the Bicycle Patrol Program and increased <br />training of our police officers. We believe the Bicycle Patrol is a sustainable, transfonnative and <br />progressive approach in solving problems and building a bridge between the Hawaiian <br />
