BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The State Office of Hawaiian Affairs is providing a grant to train and educate HCPD patrol officers in the <br /> areas of cultural awareness, crisis intervention, homelessness and mental illness. The goal is to increase <br /> awareness and provide knowledge and skills for police officers when interacting with at-risk individual, <br /> particularly those who maybe suffering from mental illness. The funds will be used for the bicycle patrol <br /> program.
