No. 167-09 <br /> PLACE: Council Chambers <br /> TIME: 10:06 a.m. <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Finance, to which was referred Resolution No. 167-09, reports as follows: <br /> <br /> Resolution No. 167-09, transmitted by Finance Director Nancy Crawford, via Communication No. 336, <br /> dated May 6, 2009, authorizes the payment of funds for more than one fiscal year for the lease of a <br /> landfill compactor for the Department of Environmental Management Solid Waste Division. The average <br /> daily tonnage of waste received at the West Hawai'i Landfill at Pu'uanahulu is approximately 300 tons <br /> and the current operations has only one compactor. Whenever there are breakdowns or the current <br /> machine is not operable, an emergency repair is required or an emergency rental is required to allow the <br /> trash to be compacted properly to save airspace, thereby allowing more trash to be buried and extending <br /> the life of the landfill. Also, the State Department of Health regulations state that the landfill operations <br /> must insure that adequate equipment is available to perform compaction work. If the compactor breaks <br /> down, another piece of equipment must be in place and readily available to manage the incoming refuse <br /> on a daily basis. <br /> <br /> The cost of leasing a new compactor will be offset by the rental paid for the rental compactor when the <br /> only one at West Hawai'i is down for repairs or maintenance. <br /> <br /> Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring <br /> payment of funds from the appropriations of a later fiscal year must be approved by resolution. <br /> <br /> Councilmember Hoffmann asked Mike Dworsky of the Department of Environmental Management if in <br /> any way could be considered to be a situation similar to the oncoming bulldozer issue the department is <br /> facing.
