The <br /> consensus was to raise the minimum tax to a level to at <br /> least cover the clerical costs of the billing and record <br /> keeping. <br /> There was no specific dollar limit agreement on the <br /> minimum. <br /> Regarding the distribution of the tax receipts for the <br /> benefit of the area, the consensus was to use the funds <br /> more in proportion to the population distribution. There <br /> is a legitimate sense that the tax contributions are much <br /> higher from West Hawaii, and the expenditures are much higher <br /> in East Hawaii.
