COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. °2p7 09 <br />A RESOLUTION ENCOURAGING THE COUNTY OF HAWAII TO SUPPORT THE' <br />CONCEPT THAT COMMUNITY ORGANIZATIONS ASSUME LEADERSHIP ROLES <br />AND SEEK FUNDING SOURCES FOR THE PROPOSED CONSTRUCTION AND <br />DEVELOPMENT OF USES TO CREATE THE KONA SHORELINE PARK PROJECT <br />WITHIN THE OLD KONA AHiPORT, AND ENDORSE THE ROLE OF TAE COUNTY <br />OF AAWAI`I TO ACT AS THE CONDUIT AND/OR SPONSOR THROUGH WHICH <br />ANY AND ALL DEVELOPMENT FUNDS SUCH AS THE AMERICAN RECOVERY <br />AND REINVESTMENT ACT (ARRA) MAY BE SOLICITED AS THE KONA <br />SHORELINE PARK PROJECT EVOLVES. <br />WHEREAS, the preliminary phase of the planning process for the creation of the Kona <br />shoreline park project within the Old Kona Airport Park has been completed by Kimura <br />International, Inc., and subsequent planning sessions are being envisioned to further refine <br />various uses within the park; and <br />WHEREAS, one proposal presently being formulated is canoe activities that include <br />build-out of the existing land based canoe facility ("Hale Wa`a") and a new ocean access in the <br />form of a canoe landing/stilling basin suitable for both canoe launching and a safe swimming <br />area within the shoreline park; and <br />WHEREAS, community organizations are perhaps the best vehicle to assume leadership <br />in acquiring funding for construction development of the Kona shoreline park project and <br />facilities therein; and <br />WHEREAS, the Canoe Clubs of West Hawaii are logically the most appropriate <br />organization from which to select leadership to promote and develop canoe activity efforts for a <br />shoreline park; and <br />WHEREAS, the shoreline park planning process is enhanced dramatically if the County <br />of Hawaii were to endorse canoe activity efforts at this time; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br />County of Hawaii, and its Department of Parks and Recreation are encouraged to endorse the <br />concept that community organizations assume leadership roles in the construction and design of <br />proposed uses for the creation of the Kona shoreline park project with the Old Kona Airport <br />Park. <br />BE IT FURTAER RESOLVED that the County of Hawaii, and its Department of <br />Parks and Recreation are also encouraged to endorse the concept that the Canoe Clubs of West <br />Hawaii would provide necessary leadership and assistance to the County ofHawai`i's Planning <br />Consultant, Kimura International, Inc. regarding canoe activities and completion of design <br />
