<br /> <br /> <br /> <br /> <br /> <br /> 2009 JUSTICE ASSISTANCE GRANT <br /> <br /> PROGRAM NARRATIVE <br /> <br /> <br /> Hawaii County proposes to utilize Justice Assistance Grant funds for shelving equipment <br /> and training mats that will benefit law enforcement, prosecution and the courts <br /> <br /> EVIDENCE WAREHOUSE SHELVING PROJECT <br /> <br /> The Hawaii Police Department would like to request funding to properly equip our <br /> evidence warehouse located at 349 Kapiolani Street Hilo, Hawaii with different types of <br /> shelving to maximize space. <br /> <br /> Our current shelving is eight feet in height which does not maximize the space of our <br /> existing warehouse, being that the height is well over twenty feet high in some areas. <br /> Previously, many items of evidence was placed on the floor of the evidence warehouse <br /> and the 10,000 square foot area was quickly used up and therefore the warehouse was <br /> filled to maximum capacity because we lacked a proper shelving system. All of these <br /> shelves had only three levels per unit, thus not maximizing its space, which led to a lot of <br /> wasted space. <br /> <br /> Therefore, we decided that to maximize the space we must utilize the height in the <br /> warehouse with the use of high pallet rack type shelving which would require the use of a <br /> high-lift/ (forklift). It was also determined that to maximize the different areas, different <br /> types of shelving would be needed, such as media shelving for compact discs and DVDs <br /> which has six shelves per shelving unit, gun racks and high density mobile files for paper <br /> documents and other file able types of evidence. <br /> <br /> With this advanced shelving system, evidence could be cataloged, stored and retrieved <br /> quicker, thereby creating a more efficient, systematic and orderly process that would <br /> mitigate misplacement of evidence and maximize the existing available storage space. <br /> The existing warehouse's alarm system needs to be replaced to properly secure the entire <br /> warehouse. Funds are not available within the County budget for this project. <br /> <br /> The project includes the purchase of an advanced shelving system, a forklift, and an <br /> alarm system. Preliminary research and consultation have occurred and the project is <br /> ready to proceed with expected completion within 6 months of award. Timeline is as <br /> follows: <br /> <br /> 1) Request for proposal development I" quarter of award <br /> 2) Procurement and award 1" quarter of award <br /> 3) Installation 2nd quarter of award <br /> <br /> Given the state of the economy, this project would not be possible without the support of <br /> these funds.
