Jyw <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> <br /> <br /> RESOLUTION NO. 226 09 <br /> <br /> <br /> <br /> <br /> A RESOLUTION URGING THE HAWAII STATE BOARD OF EDUCATION TO <br /> MOVE THE KEAUKAHA SCHOOL CAFETERIA PROJECT INTO THE TOP TEN ON <br /> THE DEPARTMENT OF EDUCATION CIP ALLOTMENT PRIORITY LIST. <br /> <br /> WHEREAS, Act 162 of the Hawaii State Legislature, which appropriates funds for the <br /> operating and capital improvement budget of the Executive Branch for the State of Hawaii <br /> Fiscal Years 2009 - 2010 and 2010 - 2011, includes funds for a new Keaukaha School Cafeteria; <br /> and <br /> <br /> WHEREAS, in 1997, renovation plans for the cafeteria were cancelled because the <br /> school was slated then for a new cafeteria; and <br /> <br /> WHEREAS, the school has three lunch feedings, the largest at 168 students, all of which <br /> exceed the cafeteria's seating capacity of 102, and all in violation of fire safety and Occupational <br /> Safety and Health Administration (OSHA) regulations; and <br /> <br /> WHEREAS, due to space limitations, food cannot be properly prepared according to <br /> Hazard Analysis and Critical Control Points (HACCP) procedures nor is there enough freezer, <br /> refrigeration nor dry storage space to accommodate the minimum supply required by School <br /> Food Services; and <br /> <br /> WHEREAS, the obsolete equipment includes a six burner stove donated to the school by <br /> Hawaii Community College in the 1940's when they modernized their kitchen and a partially <br /> working convection steamer for which parts are no longer made; and <br /> <br /> WHEREAS, many of the ceiling tiles are warped and falling, the walls are cracked and <br /> there is extensive termite damage; and <br /> <br /> WHEREAS, the cramped and deteriorated working conditions combined with <br /> dilapidated equipment create an unhealthy and dangerous work environment; and <br /> <br /> WHEREAS, the cafeteria is also utilized by the state and the community for meetings <br /> and gatherings; now, therefore, <br />
