Groundwater Impact: A water study for the Palamanui project conducted by Waimea <br /> Water Services, Inc. in June, 2003 concluded that there are no bodies of water, including <br /> <br /> the underlying brackish lens in the vicinity of the project, which might be negatively <br /> impacted by the project. The study also concluded that there are no streams or <br /> <br /> drainageways in the area. <br /> 26. Noise Impacts: Construction-related dust and short-term or temporary noise during <br /> <br /> construction will be generated by the project. However, existing standard construction <br /> <br /> practices will be employed to mitigate any impact of dust and noise. <br /> 27. Air Quality: Potential impacts to local air quality are expected to be minimal. <br /> <br /> 28. Rainfall: Annual average rainfall in the area is approximately 25 inches. <br /> 29. FIRM: Zone "X", an area outside of the 500-year flood plain. <br /> <br /> 30. Coastal Hazards: The entire Palamanui project area is located mauka of the Queen <br /> Ka`ahumanu Highway and will not affect or be affected by shoreline processes. <br /> <br /> 31. Recreational Resources: The proposed action will not reduce the size of the coastline or <br /> other areas used for public recreational uses. <br /> <br /> 32. Visual Resources: An 800-foot setback from the Queen 'Ka`ahumanu Highway will be <br /> <br /> established to maintain the viewplane and open space character of the highway corridor. <br /> 33. Archaeological/Historical Resources: An Archaeological Inventory Survey was <br /> <br /> completed by Rechtman Consulting, LLC and finalized in June, 2003. Of the 83 <br /> archaeological sites recorded during the study, 12 were recommended for preservation, 30 <br /> <br /> were recommended for data recovery, and no further work was recommended for the <br /> remaining 41 sites. Twenty-two (22) of the eighty-three (83) sites, as well as a 65-acre <br /> <br /> dryland native forest are proposed for preservation. <br /> By letter dated May 9, 2009, the DLNR-BPD has indicated that no historic <br /> <br /> properties will be affected by the proposed changes and amendments, with the following <br /> conditions, that: 1) all permanent site preserves be depicted on final subdivision plats and <br /> <br /> tax maps of development areas and construction grading plans; 2) interim preservation <br /> buffers are demarcated with construction fencing for sites within or near construction <br /> <br /> areas; 3) the revised long-term preservation plan is submitted for review and approved, <br /> <br /> -5- <br />
