Coastal Zone Management, HRS, Chapter 205A: The entire State of Hawaii lies <br /> within the Coastal Zone Management area. . <br /> <br /> 17. Special Management Area (SMA): The subject site is located mauka of the Queen <br /> Ka`ahumanu Highway over 1.5 miles from the shoreline, and not in the SMA. The SMA <br /> <br /> is a part of the Coastal Zone Management Program regulated by the County. <br /> <br /> DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br /> 18. Project Site: Located east (mauka) of the Queen Ka`ahumanu Highway and the Kona <br /> <br /> International Airport at Keahole, the 29.92-acre proposed change of zone area (subject <br /> site), is a part of an approximately 725.2-acre parcel (Palamanui Project). More <br /> <br /> specifically, the subject site is located along the lower northern border of the parcel, <br /> proximate to the Queen Ka` ahumanu Highway. The property has been partially graded to <br /> <br /> accommodate the applicant's temporary offices. <br /> 19. Surrounding Zoning and Land Uses: The 725-2-acre Palamanui Project area is <br /> <br /> bordered by the Queen Ka`ahumanu Highway on the west and Makalei Estates (zoned A- <br /> 3a) to the east. Vacant lands to the north are owned by the State and zoned A-5a. State <br /> <br /> lands to the south zoned A-5a are proposed for the development of the University of <br /> <br /> Hawaii Center of West Hawaii. The airport access road is located south and slightly less <br /> than one mile from the property. <br /> <br /> 20. Elevation: The project site rises in elevation from approximately 150 feet at its lower <br /> elevation to 900 feet at its highest point. <br /> <br /> 21. U.S.D.A. Soil Type: Pahoehoe (rLW) and Na (rLV) lava flows. <br /> 22. Land Study Bureau's Productivity Rating: "E" or "Very Poor". <br /> <br /> 23. ALISH: Unclassified. <br /> 24. Flora/Fauna: A Biological Reconnaissance was conducted by Patrick Hart, Ph.D and <br /> <br /> completed in October, 2003. There are no endangered species of flora on the subject site. <br /> Three species of native birds ('lo, Pueo and Hawaii 'Amakihi) and eleven species of <br /> <br /> introduced birds were identified on the site. <br /> <br /> -4- <br />
