The Council had awarded $8,000 and $10,000 for their programs entitled <br /> "Affordable Counseling Operations" and "Client Assistance Fund", respectively. Kokua <br /> Counseling Services (KCS) was to provide affordable professional counseling, therapy and <br /> education for East Hawaii residents who face difficult life situations. <br /> <br /> Pursuant to Chapter 2, Article 25, Section 2-139(b) of the Hawai'i County Code, "in the <br /> event that a grantee nonprofit organization is unable or unwilling to provide the public <br /> service(s) for which a grant was appropriated, the mayor may direct the finance director to <br /> solicit applications from eligible nonprofit organizations to fulfill the specific public purpose(s) <br /> for which the funds were originally appropriated for the remainder of the fiscal year. The <br /> director shall forward recommended application(s) and appropriation measure(s) to the <br /> council for its decision. Funds appropriated to a successor nonprofit organization shall not <br /> exceed the balance of unexpended County funds awarded to the original grantee nonprofit <br /> organization". <br /> <br /> Upon the direction of Mayor Kenoi, a public notice for the solicitation of applications was <br /> published in the local newspapers on August 4, 2009. We were seeking for an organization <br /> to provide affordable professional counseling services similar to KCS, but under one <br /> program. <br /> <br /> Enclosed is the lone application received from the Big Island Substance Abuse Council <br /> d.b.a. Kokua EAP, a qualifying organization, to provide affordable professional counseling, <br /> therapy and education; and a resolution transferring $18,000 from the Kokua Counseling <br /> Services accounts to the Big Island Substance Abuse Council d.b.a.
