No. 516/Res. 233-09 <br /> PLACE: Council Chambers <br /> TIME: 3:45 p.m. <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution 233-09, reports as follows: <br /> <br /> Resolution No. 233-09, transmitted by Finance Director Nancy Crawford, via Communication No. 516, <br /> dated August 28, 2009, transfers funds as follows: <br /> <br /> <br /> From: <br /> 010.471.5472.52 Kokua Counseling - Client Assist General $10,000 <br /> 010.471.5472.66 Kokua Counseling - Afford Counsel Opns. General 8,000 <br /> TOTAL $18,000 <br /> To: <br /> 010.471.5472.87 BISAC - Kokua EAP $18,000 <br /> Kokua Counseling Services, a FY2009-10 County non-profit grant recipient, has informed the Finance Department <br /> that they will not be utilizing the funds. Therefore, the department solicited for applications and granted the award <br /> to a program administered by BISAC. <br /> <br /> Pursuant to Chapter 2, Article 25, Section 2-139(b) of the Hawaii County Code, "in the event that a grantee nonprofit <br /> organization is unable or unwilling to provide the public service(s) for which a grant was appropriated, the mayor may <br /> direct the finance director to solicit applications from eligible nonprofit organizations to fulfill the specific public <br /> purpose(s) for which the funds were originally appropriated for the remainder of the fiscal year. The director shall <br /> forward recommended application(s) and appropriation measure(s) to the council for its decision.
