<br /> <br /> <br /> <br /> Big Island Substance Abuse Council d.b.a. - Agency Name <br /> Kokua EAP(Employee Assistance Program)- Program Name <br /> <br /> <br /> <br /> Program Description: <br /> <br /> Big Island Substance Abuse Council (BISAC) d.b.a. Kokua EAP (Employee <br /> Assistance Program) provides effective, confidential counseling services to <br /> individuals, couples and families in finding life affirming solutions to a variety of <br /> problems. Most traditional Employee Assistance Programs offer services to <br /> employees; however, Kokua EAP also offers assessment and counseling <br /> services to any individuals regardless of race, color, religion, sex or gender, age, <br /> national origin, ancestry, marital status, arrest and court record (except as <br /> provided by Haw. Rev. Stat. 378-2.5), disability, sexual orientation, <br /> military/veterans status, lactation or other grounds protected under applicable <br /> state and federal laws, regulations, and/or executive orders. Our agency-wide <br /> behavioral health services have historically provided services to the indigent who <br /> do not have the financial means to pay for various consumer related fees or <br /> direct service costs. <br /> <br /> Kokua EAP is not limited to providing services to employees of business, but also <br /> offers a leadership training program as well as assessment and counseling <br /> services to anyone with mental health needs. Our certified counselors, advanced <br /> degree therapists or licensed professionals (whether contracted or employed) <br /> offer confidential, short and long-term care, in a safe, professional environment. <br /> Individuals seeking counseling services often struggle as they may not have the <br /> financial means to cover their share of the costs or may have exhausted eligible <br /> benefits. Others clients simply do not have the means to pay for needed <br /> services and as a result of this their situations and circumstances deteriorate <br /> further and drain limited community resources which can be avoided if the means <br /> existed to cover costs related to ongoing counseling care to maintain protective <br /> factors which increase the likelihood of a positive outcome to individuals and <br /> families. <br /> <br /> BISAC proposes to utilize awarded County Funds to cover payment for ongoing <br /> assessment and counseling services to individuals, couples and families at <br /> subsidized or no-cost rates who have no health insurance, restrictive health <br /> insurance plans, and/or limited financial resources. Services typically address <br /> emotional difficulties, marital and family problems, stress, substance abuse and <br /> other issues as well as anger management groups which may be required. The <br /> good news is that these problems have solutions when identified early and <br /> treated. The services are consistent with our mission and organizational goals <br /> and objectives to: 1)To provide a range of coordinated, comprehensive <br /> treatment services that addresses the multiple health and human service needs <br /> of adult and adolescent substance abusers in our community. 2) To decrease <br /> the incidence, severity and debilitating consequences of alcohol and drug abuse <br /> among Hawaii Island residents through education, psycho-education and <br /> NONPROFIT GRANT APPLICATION <br /> FISCAL YEAR 2009-10 <br /> Page 3 <br />
