One (1) paved, parkin!! lot with 90 full size parkin!! stalls and 8 van <br />accessible ADA parkin!! stalls for a total of 98 parkin!! stalls <br />connected by ADA accessible pathways to all activity areas of the <br />park, hardened with fencin!! and a !!ate so that unauthorized vehicles <br />cannot access the park after hours; and <br />i. A copy of all plans, desi!!ns, and blueprints of the park shall be <br />furnished to the County of Hawai'i for its future use as the County <br />deems appropriate. Such plans, desi!!ns. and blueprints shall include <br />but are not limited to: layouts of the water system, irri!!ation system, <br />water spi!!ots. field layouts with location of fences, backstops, <br />bleachers. stora!!e units. comfort stations, septic system with leach line <br />locations, electrical lines and iunction boxes. meters, and landscape <br />desi!!n. and shall be provided to the department of parks and <br />recreation within one month of completion aud prior to dedication of <br />each section of the park. These plans, desi!!ns, and blueprints may be <br />used by the County without any le!!al restrictions in future <br />developments for County parks. <br />3. Substantial construction of the remainder of the proposed development shall <br />commence within five (5) years (2014) from the effective date of the Project <br />District Ordinance. "Substantial construction" on the remainder of the proiect <br />means the actual start of construction of project infrastructure under a bona fide <br />contract of not less than ten million dollars ($10,000,000.00). Prior to <br />construction, the applicant, successors or assigns shall secure Final Plan Approval <br />for the proposed development from the Planning Director in accordance with <br />Section 25-2-70, Chapter 25 (Zoning Code), Hawai'i County Code: Plans shall <br />
