<br /> <br /> <br /> <br /> ,y~va <br /> <br /> COUNTY OF HAWAIII •'fi STATE OF HAWAII <br /> .pN• <br /> <br /> <br /> RESOLUTION NO. 205 09 <br /> (Draft 2) <br /> <br /> A RESOLUTION URGING CONGRESS TO SUPPORT AND PROVIDE FEDERAL <br /> FUNDING FOR THE HIGHEST PRIORITY CAPITAL IMPROVEMENT PROJECTS <br /> IN THE COUNTY OF HAWAII <br /> <br /> WHEREAS, the statewide unemployment rate for May 2009 was 7 4 percent with <br /> Hawaii County's unemployment the highest at 10.4 percent; and <br /> <br /> WHEREAS, funding capital improvement projects will help to stimulate the Big Island <br /> economy at a time when it is most needed; and <br /> <br /> WHEREAS, the Hawaii County Council has created a list of capital improvement <br /> projects throughout the Big Island that are in need of funding, and <br /> <br /> WHEREAS, the Hawaii County Council feels that the most effective way to gain the <br /> support of Congress is to submit one priority list as a unified Council rather than nine separate <br /> lists from each district; and <br /> <br /> WHEREAS, the capital improvement projects are ranked by priority as follows: <br /> 1. Laupahoehoe Point Access Road Improvement <br /> <br /> 2. Mid-Level Road (Ane Keohokalole Highway) <br /> 3. `Ainaloa Waterline Installation <br /> <br /> 4. La`aloa Street Extension (Kadua-Kona) <br /> 5. South Kona Police Station (Captain Cook) <br /> <br /> 6. Kahuku Park Community/Semor Center and Gym <br /> 7. County-Wide Radio Tower Installation <br /> <br /> 8. Kawailani Street Improvements (`Iwalani St. to Pohakulani St.), and <br /> <br /> WHEREAS, this priority list will be sent to our Congressional delegation for the 2010 <br /> Congressional budget session, and <br /> <br /> WHEREAS, each Council Member is responsible for providing documentation (e g, <br /> plans and designs, maps, costs, etc.) of their district project upon request by our Congressional <br /> delegation; now, therefore, <br />
