<br /> <br /> <br /> t+ w <br /> <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> <br /> <br /> <br /> RESOLUTION NO. 238 09 <br /> <br /> A RESOLUTION REQUESTING THE HAWAII STATE LEGISLATURE TO AMEND <br /> THE COMPREHENSIVE PUBLIC FUNDING PROGRAM FOR THE COUNTY OF <br /> HAWAII COUNCIL ELECTIONS. <br /> <br /> WHEREAS, Act 244, 2008 Session Laws of Hawaii, created a comprehensive public <br /> funding program as a pilot program for the County of Hawaii Council elections beginning in <br /> 2010 until the 2014 elections; and <br /> <br /> WHEREAS, Act 244 provides that any candidate for a Hawaii County Council office <br /> can apply for comprehensive funding, providing that person accrues 200 signatures and a $5 <br /> contribution from each signer, up until a total of $300,000 has been expended from the Hawaii <br /> Election Campaign Fund; and <br /> <br /> WHEREAS, based upon preliminary calculations, the base amount of funds and <br /> equalizing funds that would be available to candidates for election to the Council in 2010, if one <br /> candidate in each race in the primary and general election is certified by the Commission to <br /> receive public funds, would total $380,220; and <br /> <br /> WHEREAS, adequate public funding must be made available to insure the successful <br /> implementation of Act 244 for the 2010 elections, and the success of this pilot program; and <br /> <br /> WHEREAS, sufficient funds already exist in the Hawaii Election Campaign Fund to <br /> raise the limit of $300,000 without adding to the fiscal burden of the State or the taxpayers; and <br /> <br /> WHEREAS, Act 244 has yet to specify empirical objectives with which this pilot <br /> program can be adequately assessed, now, therefore, <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> State Legislature take immediate action to amend the comprehensive public funding program <br /> upon reconvening for the 2010 session to raise the limit set for the execution of this pilot <br /> program to $500,000 to better insure success of this program <br /> <br /> BE IT FURTHER RESOLVED that the State Legislature in the 2010 session take <br /> action to address the lack of objectives with which this program can be properly assessed <br />
