<br />COUNTY OF HAWAI'I <br /> <br /> <br />STATE OF HAWAI'I <br /> <br />RESOLUTION NO. <br /> <br />241 09 <br /> <br />A RESOLUTION REGARDING FUTURE INTERSECTION DESIGN OF THE QUEEN <br />KA' AHUMANU HIGHWAY PHASE II WIDENING. <br /> <br />WHEREAS, a right-in right-out intersection currently exists at the access to the <br />shoreline fronting Kohanaiki; and <br /> <br />WHEREAS, this access is considered to be less than optimal by the traveling public; and <br /> <br />WHEREAS, Phase II of the Queen Ka'ahumanu Highway Widening Project <br />contemplates this same access system for Huliko'a Drive, which serves more than 50 businesses; <br />and <br /> <br />WHEREAS, virtually all of these businesses are served by commercial trucking; and <br /> <br />WHEREAS, the proposed right-in and right-out intersections severely intrude on the <br />ability of our community to secure business and recreational safety; and <br /> <br />WHEREAS, local County concerns have been raised regarding the restricted-movement <br />intersections; now, therefore, <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAW AI'I that both <br />of these intersections be reviewed by the Hawai'i County Council. <br /> <br />BE IT FURTHER RESOLVED that all subsequent State Department of Transportation <br />planning interface with Hawai' i County planning before implementation of any facilities on <br />Hawai'i Island. <br /> <br />BE IT FURTHER RESOLVED that Huliko'a Drive intersection remain a full- <br />movement intersection in the design of the Queen Ka'ahumanu Highway Phase II Widening. <br /> <br />BE IT FURTHER RESOLVED that the access to the shoreline at Kohanaiki be studied <br />to determine whether modifications can be made to allow for a full movement intersection. <br />
