No. 534/Res. 241-09 <br /> <br />r <br /> <br />Your Committee on Public Works and Intergovernmental Relations, to which was referred <br />Communication No. 534, regarding Resolution 241-09, reports as follows: <br /> <br />Resolution 241-09, transmitted by Council Member Kelly Greenwell via Communication No. 534, dated <br />September 21, 2009 requests that: I) State Department of Transportation (DOT) planning interface with <br />Hawai'i County Planning before implementation of any facilities on Hawai'i Island, 2) Huliko'a <br />intersection remain a full-movement intersection in the design ofthe Queen Ka'ahumanu Highway <br />Phase II Widening; and 3) access to the shoreline at Kohanaiki be studied to determine whether <br />modifications can be made to allow for a full-movement intersection. <br /> <br />Mr. Greenwell commented on traffic safety concerns expressed by the public in regard to the restricted- <br />movement at Huliko'a and to the shoreline at Kohanaiki intersections. Mr. Greenwell witnessed a <br />northbound motorist on Queen Kaahumanu driving past the left turn barriers to the shoreline access at <br />Kohanaiki intersection and executing an illegal u-turn. He seeks the support of his colleagues. <br /> <br />Department of Public Works (DPW) Director Warren Lee and Planning Director Bobbie Jean Leithead <br />Todd appeared before Your Committee. Mr. Lee confirmed a DPW investigation to include addressing <br />public's traffic safety and commented that it is the State's DOT designation that currently allows left and <br />right turn access to and from Kohanaiki Business Park at the Hulikoa intersection. Furthermore, shoreline <br />access at Kohanaiki intersection is part of a systemic design as related to future mauka and makai <br />connecting roads in future developments.
