COUNTY OF HAWAII <br />JN~VIoF N,!Y <br />4~ ~ ~ 7~i <br />•~ '• STATE OF HAWAII <br />~of:~: <br />..r- <br />errE~OF~MF'~' <br />RESOLUTION NO. <br />Z44~ ~9 <br />A RESOLUTION ENCOURAGING THE MAYOR TO HIRE A QUALIFIED <br />PERSON TO SERVE AS THE COORDINATOR FOR THE PLANNING, <br />DEVELOPMENT, NEGOTIATION, PURCHASE, INSTALLATION AND <br />OPERATION OF THE FEDERALLY MANDATED ISLAND-WIDE RADIO <br />TOWER SYSTEM <br />WHEREAS, the County of Hawaii is facing a federally mandated deadline to have <br />a technologically updated radio communication system in place and operating by 2013; and <br />WHEREAS, the current radio communication system owned and operated by the <br />County of Hawaii is outdated and obsolete; and <br />WHEREAS, the Hawaii County Capital Improvements budget contains a line item <br />fora 700 mhz Radio Upgrade Project to address the mandate; and <br />WHEREAS, the estimated cost to plan, design, purchase and install the components <br />of this system is approximately $89,000,000; and <br />WHEREAS, the impact statement for the project recommends creating a position for <br />a radio/wireless data engineer to provide policy and technical guidance; and <br />WHEREAS, compliance with the mandate requires a highly sophisticated level of <br />knowledge and understanding of current and future technology in order for our new radio <br />system to function efficiently and effectively; and <br />WHEREAS, the system must be tailored for the needs of this County and its <br />departments, taking into consideration the vast topographical challenges of our island; and <br />WHEREAS, the new system must integrate appropriate existing structures and allow <br />inter-operability with the existing and future systems of other agencies, and <br />
