WHEREAS, within the existing County personnel, there is no one who has the <br />requisite level of technological knowledge and expertise, including the ability to coordinate <br />related structural, topographical and mechanical challenges, to oversee the purchase and <br />installation of a radio system of this caliber,; and <br />WHEREAS, our United States legislators are strongly urging our county officials to <br />hire someone with the necessary knowledge and expertise in order to competently <br />coordinate and expedite the purchase and installation of the system in order to meet the <br />mandated deadline; and <br />WHEREAS, the process to select a qualified project coordinator must begin <br />immediately in order to fill the position in a timely manner; and <br />WHEREAS, the individual selected should possess an understanding of a wide range <br />of technology and equipment that is available and suitable for the purposes of the County of <br />Hawaii, and should not necessarily be a representative of any specific manufacturer, <br />company or product line; and <br />WHEREAS, the project coordinator must be willing and able to review, utilize and <br />integrate appropriate portions, if any, of existing studies and plans that have been made for <br />the project; and <br />WHEREAS, the hiring of the project coordinator is under the purview of the Mayor; <br />now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br />the Mayor is encouraged to direct his administration to begin the process to find, select and <br />hire a qualified person who possesses the requisite knowledge, credentials and skills to <br />coordinate and oversee the planning, selection, negotiation, purchase, installation and <br />maintenance of a County-wide radio system that meets the federal requirements. <br />BE IT FURTHER RESOLVED that this person will be tasked with ensuring that <br />the radio system that is selected and installed will allow inter-operability with existing <br />systems and future expansion of the system. <br />BE IT FURTHER RESOLVED that the Director of Finance is hereby authorized to <br />snake the necessary arrangements in accordance with the terms of this resolution. <br />
