<br />COUNTY OF HAWAI'I <br /> <br /> <br />STATE OF HAWAI'I <br /> <br />RESOLUTION NO. <br /> <br />243 09 <br /> <br />A RESOLUTION AUTHORIZING THE EXTENSION OF THE PUBLIC SEWER FROM <br />THE UH HILO ENTRANCE AT PARCEL 2-4-056:017 TO THE INTERSECTION OF <br />LEILANI/MANONO STREET FOR THE STATE OF HA W AI'I, UNIVERSITY OF <br />HAWAI'I AT HILO, HAWAI'I. <br /> <br />WHEREAS, applicant State of Hawai'i, University of Hawai'i at Hilo has requested to <br />extend the sewer in accordance with section 21-26, Hawai'i County Code to service the upper <br />portion of the UH Hilo campus including parcels; 2-4-001:007, 2-4-001:041, 2-4-001:122, 2-4- <br />001 :169, and 2-4-056:017. Also, the parcels; 2-4-056:001 and 2-4-056:003 will be made <br />accessible to this extension; and <br /> <br />WHEREAS, the proposed sewer extension is actually a parallel sewer line on Lanikaula <br />Street that will handle wastewater generated from existing improvements and future construction <br />on parcels 2-4-001 :007,2-4-001 :041,2-4-001 :122,2-4-001 :169, and 2-4-056:017. A typical <br />sewer lateral connection is not feasible due to inadequate sewer capacity on Lanikaula Street's <br />existing Public Sewer. Therefore, a proposed parallel sewer extension on Lanikaula Street is <br />required to handle the future wastewater generated from said parcels; and <br /> <br />WHEREAS, applicant State of Hawai'i, University of Hawai'i at Hilo, will bear the total <br />cost of the construction and will be eligible to exercise conditions under Section 21-28(a), <br />Hawai'i County Code pertaining to receipt for 10 years after completion of the extension one- <br />half of all moneys for sewer charges collected by the County from other properties, if any, <br />connecting to the extension provided the total of such reimbursement shall not exceed the cost <br />incurred by the applicant to construct the extension and <br /> <br />WHEREAS, the Director of Environmental Management has recommended approval of <br />the extension according to section 21-27, Hawai'i County Code; and Attachment "A" is an <br />application from the State of Hawai'i, University of Hawai'i at Hilo, with a vicinty map as <br />supporting documentation; and <br /> <br />WHEREAS, sewer extensions are beneficial to the community by eliminating the need <br />of alternative waste treatment options and reducing the amount of pollutants reaching the <br />groundwater and the coastal waters, resulting in a cleaner, healthier environment; and <br /> <br />WHEREAS, section 21-26, Hawai'i County Code, requires that the council approve all <br />sewer extensions; now, therefore, <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HA W AI'I that the <br />sewer extension to Leilani/Manono Street Intersection for the State of Hawai'i, University of <br />Hawai'i at Hilo is hereby approved. <br />
