<br />COUNTY OF HAWAI'I STATE OF HAWAI'I <br /> <br /> <br />RESOLUTION NO. 247 09 <br /> <br />RESOLUTION CREATING A PROGRAM MANAGER POSITION FOR THE <br />OFFICE OF MANAGEMENT <br /> <br />WHEREAS, the County of Hawai'i was awarded a Hawai'i Strategic Prevention <br /> <br />Framework-State Incentive Grant (SPF-SIG) by the State of Hawai'i Department of <br /> <br />Health's Alcohol and Drug Abuse Division; and <br /> <br />WHEREAS, this project is intended to assess, build capacity, and plan for <br /> <br />implementation of evidence based underage drinking prevention activities in Hawai'i <br /> <br />County; and <br /> <br />WHEREAS, the project scope calls for the creation of a coordinator position, which <br /> <br />will be fully funded under this grant; and <br /> <br />WHEREAS, the "Program Manager" position's class specification states that this <br /> <br />position is located at the departmental or division level, with responsibility to oversee <br /> <br />and/or to plan, develop, implement, and evaluate activities for one or more of the <br /> <br />department's programs; and <br /> <br />WHEREAS, creating a Program Manager, SR-24, position, would ensure that a <br /> <br />comprehensive plan of activities and strategies for the prevention of underage alcohol <br /> <br />consumption is developed by governmental, private, and community organizations; and <br /> <br />WHEREAS, Article V, Section 5-1.3(c) of the Hawai'i County Charter states that <br /> <br />the Mayor has the power to "Create positions...for which appropriations have been made <br /> <br />by the council...". <br />
