No. 247-09 <br /> PLACE: Sheraton Keauhou Bay Resort and Spa <br /> 78-128 Ehukai Street <br /> Kailua-Kona, Hawaii <br /> TIME: 10:52 a.m. <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Finance, to which was referred Resolution No. 247-09, reports as follows: <br /> <br /> Resolution No. 247-09, transmitted by Director of Finance Nancy Crawford, via Communication No. 547, <br /> dated September 24, 2009, creates a Program Manager position for the Office of Management. <br /> <br /> The County of Hawaii was awarded the Hawaii Strategic Prevention Framework-State Incentive grant <br /> funds by the State of Hawaii Department of Health's Alcohol an Drug Abuse Division to plan and <br /> implement underage drinking activities in Hawaii County. The creation of a coordinator Program <br /> Manager position will be fully funded with these funds. Grant funding for this position was originally <br /> placed in the Office of the Prosecuting Attorney's FY2008-09 and FY2009-10 approved operating <br /> budget, but they are in the process of being transferred, along with the control and responsibility, to the <br /> Office of Management. <br /> <br /> Managing Director William Takaba stated that if the program is successful, the chances are greater of <br /> getting Federal funding. He emphasized that this program is of high priority, and the Administration may <br /> come to the Council and request for funding. <br /> <br /> Councilmember Ford asked if it was legally possible to use some of these grant funds to help the State <br /> court system by having a combined drug court and alcohol court. <br /> <br /> Chair Yagong asked if the Administration considered having and Administrative Assistant in the Mayor's <br /> office to head this program rather than hiring a new person. Mr. Takaba explained that work involved <br /> doing the implementation and the program management would require a full-time person. <br /> <br /> Chair Yagong also asked if other positions will be required to assist the Program Manager, such as a <br /> clerical or program assistant. Mr. Takaba replied that Administration budgeted $750,000, and is hoping <br /> that the grant award to be $1.0 million. If the County gets this Federal grant, there will be a need for other <br /> positions to be created. Chair Yagong requested to be provided any other position that may be required. <br /> Mr. Takaba will have a conceptual plan by the next reading of the resolution at the Council meeting, <br /> scheduled for October 21, 2009.
