<br />RKCCREZ.doc -8/6/09 <br /> <br />COUNTY OF HAWAI'I PLANNING DEPARTMENT <br />RECOMMENDATION <br /> <br />KONA COUNTRY CLUB, INC. <br />CHANGE OF ZONE APPLICATION (REZ 09-98) <br /> <br />Upon careful review of the request against the guidelines for granting a change of zone, <br />the Planning Director is recommending that a favorable recommendation for a Change of Zone <br />from Agricultural5-acre (A-Sa) to Multiple Family Residential 30,000 square feet (RM-30) <br />for approximately 51.1 acres be forwarded to the County Council. Since this <br />recommendation is made without the benefit of public testimony, the Director reserves the right to <br />modify and/or alter this position. This favorable recommendation is based on the following <br />findings: <br /> <br />The applicant requests a Change of Zone from A-5ato RM-30 to allow the <br />development of 60 multi-residential units, which may include a mix of multiple-family and <br />single-family residential units, and related improvements. Preliminary plans include <br />attached homes clustered in groups of 6 to 14 dwellings and surrounded by landscaped <br />common areas or open space. According to the applicant, the final concept may consist of <br />a mix of multi-family residential and single-family residential lots depending on the market <br />at the time of construction. The mix of units may vary, but the ultimate density will be the <br />same. The project includes: <br />· A maximum of 60 residential units <br />· Recreation center, to possibly include a pavilion or lanai, swimming pool, and <br />barbeque area <br />· Private access road, entry way, and common internal driveway to individual units <br />The applicant has submitted a concurrent request for a Special Management Area Use <br />Permit for the development of 60 residential units and rdated improvements. <br />In order to consider an area for any type of zoning designation, the applicable <br />goals, policies and standards of the General Plan must be adequately addressed.
