The implications of these evaluations and <br />decisions must be also considered as they may have an impact on similar areas in the <br />County. <br />The Change of Zone request from A-Sa to RM-3 will conform to the goals, <br />policies and standards of the General Plan Economic and Land Use elements. The <br />Land Use Pattern Allocation Guide (LUPAG) Map component of the General Plan is a <br />representation of the document's goals and policies to guide the coordinated growth and <br />development of the County. It reflects a graphic depiction of the physical relationship <br />among the various land uses. The LUP AG Map establishes the basic urban and non-urban <br />form for areas within the County. The subject area is designated Urban Expansion Area, <br />which allows for a mix of high density, medium density, low density, industrial, industrial- <br />commercial and/or open designations in areas where new se~tlements may be desirable, but <br />where the specific settlement pattern and mix of uses have not yet been determined. Soils <br />within the property are identified as (rLW) Lava flows, pahoehoe; a miscellaneous land <br />type; lava flows A' a, and Punaluu Extremely RockyPeat, 6 to 20 percent slopes. The <br />proposed development also complements the goals, policies and standards of the Land <br />Use (Housing element) and Economic elements of the General Plan. <br />The project site is unclassified by the Land Study Bureau's Detailed Land <br />Classification System as well as the ALISH System. The project site is located in Zone <br />"X", areas outside of the SOD-year flood plain. <br />The property is an approximately 51. I-acre undeveloped site at the southern end <br />of Alii Drive and the beginning of the Mamalahoa Highway Bypass in Keauhou. The <br />property was recently subdivided from TMK: 7-8-10: 30. Surrounding parcels include the <br />Kona Country Club mauka golf course to the north and east (zoned Open), open space <br />zoned A-Sa west and south of the site, and a future access road on the south. <br />The primary access to the project site is from the Mamalahoa Highway Bypass. <br />An existing permitted access connection is available on Mamalahoa Highway Bypass for <br />the property and lands mauka of the Kona Country Club Golf Course.
