<br />COUNTY OF HAWAI'I STATE OF HAWAI'I <br /> <br /> <br />RESOLUTION NO. 262 09 <br /> <br />RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER <br />INTO AN AGREEMENT WITH THE UNITED STATES OF AMERICA, <br />PURSUANT TO HRS 46-7, FOR THE ENERGY EFFICIENCY AND <br />CONSERVATION GRANT PROJECT <br /> <br />WHEREAS, the United States Department of Energy has authorized funding to the <br />Hawai'j County Department of Research and Development for the Energy Efficiency and <br />Conservation Grant Project; and <br />WHEREAS, the funds will be used to implement four (4) energy efficiency activities <br />for the County of Hawai'i; and <br />WHEREAS, these activities include 1) Street light Retrofit to Energy Efficient LED <br />Lamps, 2) Residential Green Retrofit & Energy Efficiency Training Program, <br />3) Government Operations Energy Sustainability Management System, and 4) Financing <br />Package for Energy Efficiency and Renewable Energy Projects; and <br />WHEREAS, the Street Light Retrofit to Energy Efficient LED Lamps activity involves <br />the purchase and installation of state-of-the-art dark sky compliant fixtures; and <br />WHEREAS, the Residential Green Retrofit & Energy Efficiency Training Program <br />will encourage Island residents to implement energy efficiency measures in their homes by <br />providing audits, personalized consultation, and a program of public education and <br />marketing; and <br />WHEREAS, the Government Operations Energy Sustainability Management <br />System will support the County's efforts to achieve its goal of 70 percent renewable <br />energy and fuels by 2030; and <br />WHEREAS, the Financing Package for Energy Efficiency and Renewable Energy <br />Projects will allow the County to maximize the reduction in energy use and expenditures <br />for specific buildings and facilities, while maximizing the environmental benefits; and <br />WHEREAS, Hawai'j Revised Statutes, Section 46-7, requires that county <br />departments obtain the consent of the council to enter into agreements with the federal or <br />state governments respecting action to be taken pursuant to any of the powers granted by <br />law to furnish, expend, and receive any funds or other assistance in connection with <br />projects being or to be undertaken pursuant to those powers. <br />
