County of Hawaii Finance Department 25 Aupuni Street, Room 118 • Hilo, Hawaii 96720 (808) 961-8234 Fax(808)961-8248 October 21, 2009 J Yoshimoto, Council Chair and Members of the Hawaii County Council- Hawaii County Council as 25 Aupuni Street C-M Hilo, Hawaii 96720 Re: Operating Budget On September 28, 2009, the Federal Emergency Management Agency (FEMA) approved the County of Hawai'i, Department of Public Works' $71,300 Cooperative Technical Partners, Grant Application to revise the riverine portions of FEMA's preliminary Digital Flood Insurance Rate Maps (DFIRM) for Hawaii County. The grant monies will pay for necessary equipment and reimburse the County Data Systems Department, Graphic Information System Division (GIS) for preparing the revised DFIRMs. By accepting the grant, the County agrees to be part of FEMA's Mapping Modernization Team and work closely with FEMA and its contractor to finalize the DFIRM's for Hawaii County. It should be noted that a Cooperating Technical Partners Memorandum of Agreement exists between FEMA and the County of Hawaii, as authorized by Resolution No. 11-03, and further amended by Resolution No. 148-04. This enabled the County~o formalize its collaboration with FEMA in the flood hazard identification and mapping processes. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the $71,300 to a FEMA DFIRM account.
