No. 246-09 <br /> PLACE: Sheraton Keauhou Bay Resort and Spa <br /> 78-128 Ehukai Street <br /> Kailua-Kona, Hawaii <br /> TIME: 10:52 a.m. <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Finance, to which was referred Resolution No. 246-09, reports as follows: <br /> <br /> Resolution No. 246-09, transmitted by Director of Finance Nancy Crawford, via Communication No. 546, <br /> dated September 22, 2009, amends transfers as follows: <br /> <br /> From: <br /> 010.271.5271.79 State Incentive Grant General $1,063,950 <br /> <br /> To: <br /> 010.111.5111.67 Strategic Prevention Framework- State Incentive GrantGeneral $1,063,950 <br /> <br /> The Prosecuting Attorney's Office was awarded federal funds for the Hawaii Strategic Prevention <br /> Framework-State Incentive Grant by the Alcohol and Drug Abuse Division of the Department of Health. <br /> The award of $1,063,950 is being transferred so that the Mayor's Office can assume control and <br /> responsibility for planning and implementation of underage drinking activities in Hawaii County. <br /> <br /> Councilmember Naeole spoke in support of this measure. She stated too many young people are drinking <br /> alcohol during the night, and the County needs to be in control of this. She requests that Administration <br /> provide Council with information of where the monies are being distributed. <br /> <br /> Councilmember Ford expressed that her district also has problems with under-aged people drinking <br /> alcohol. She asked what the Office of the Mayor will do to help this massive problem be under control. <br /> Managing Director William Takaba came forward and stated that the County is applying for $6 million <br /> from the Substance Abuse and Mental Health federal funds. A portion of that will go to program <br /> development. He stated further that Mayor Kenoi sees this program as one of the top three priorities for <br /> his Administration. <br /> Mr. Takaba emphasized that one of the keys to success of this program is to coordinate with a lot of <br /> <br /> different agencies to deliver the program, such as the Fire and Police Department, Liquor Control <br /> Division, and Mass Transit. <br /> <br /> <br /> <br /> <br /> <br /> FC Rept.
