<br />A RESOLUTION URGING THE HAW AI'I STATE LEGISLATURE TO SUPPORT AND <br />PROVIDE STATE FUNDING FOR THE HIGHEST PRIORITY CAPITAL <br />IMPROVEMENT PROJECTS IN THE COUNTY OF HAW AI'I. <br /> <br />WHEREAS, the statewide unemployment rate for May 2009 was 7.4 percent with Hawai'i <br />County's unemployment the highest at 10.4 percent; and <br /> <br />WHEREAS, funding capital improvement projects will help to stimulate the Big Island <br />economy at a time when it is most needed; and <br /> <br />WHEREAS, the Hawai'i County Council has created a list of capital improvement projects <br />throughout the Big Island that are in need of funding; and <br /> <br />WHEREAS, the Hawai'i County Council feels that the most effective way to gain the <br />support ()f our Legislators is to submit one priority list as a unified Council rather than nine separate <br />lists from each district; and <br /> <br />WHEREAS, the capital improvement projects are ranked by priority as follows: <br /> <br />1. Laupahoehoe Point Access Road Improvement <br />2. Puna Makai Alternate Route (PMAR) <br />3. South Kona Police Station (Captain Cook) <br />4. Kapio'olani Street Extention <br />5. Waimea District Park <br />6. Na'alehu Fire Station <br />7. Kawailani Street Improvements ('Iwalani S1. to Pohakulani S1.) <br />8. Kama'ili Road Paving Project; and <br /> <br />WHEREAS, this priority list, as shown in detail in "Exhibit A," will be sent to our <br />Legislators for the 2010 Legislative Session; and <br /> <br />WHEREAS, each Council Member is responsible for providing documentation (e.g., plans <br />and designs, maps, costs, etc.) of their district project upon request by our State Legislative <br />delegation; now, therefore, <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAW AI'I that the <br />Hawai'i County Council respectfully requests the Hawai'i State Legislature to support and provide <br />State funding for the priority projects listed above. <br /> <br />BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this <br />resolution to the Honorable Senate President Colleen Hanabusa, the Honorable Senate Vice <br />President Russell S. Kokubun, the Honorable House Speaker Calvin K.Y. Say, the Honorable Ways <br />and Means Committee Chair Donna Mercado Kim, the Honorable Finance Committee Chair Marcus <br />R. Oshiro, the Honorable Senator Josh Green, the Honorable Senator Dwight Y. Takamine, the <br />Honorable Representative Jerry L. Chang, the Honorable Representative Denny Coffman, the <br />Honorable Representative Cindy Evans, the Honorable Representative Faye Hanohano, the <br />Honorable Representative Robert N. Herkes, the Honorable Representative Mark Nakashima, the <br />Honorable Representative Clift Tsuji, and the Honorable Mayor William P.
