The Land Study <br />Bureau's Productivity Rating for the project site is Unclassified. The Hilo Community <br />Development Plan (CDP) adopted in 1975 designates this area is RM-4, and suggests the <br />retention of residential uses in this area. However, this area has been transitioning to <br />commercial uses, including real estate offices, public facilities, medical offices, and <br />general commercial uses. The advantage of this area is its close proximity to other <br />commercial and residential population ofHilo. The proposed change of zone would <br />complement the existing commercial land uses that currently in existence and provide for <br />an orderly development of the area. <br /> <br />The property is located on the northeast comer of Kino'ole Street and Kamana <br />Street. Currently, there is a single-story, approximately 1,202-square foot dwelling and <br />carport on the site. The propeliy was fonnerly used as a site of a single-family dwelling. <br />The structure has been vacant for the past six months and is currently being renovated for <br />interim residential use. <br /> <br />The land uses in the immediate area are a mix of commercial and residential uses. <br />Immediately adjacent propeliies are zoned RS-1 0 and in single-family residential uses. <br />The propeliy mauka across Kino'ole Street is zoned CG-20, site of an accountant's office. <br />The parcel to the south across Kamana Street is zoned CG-20 and is vacant. <br />Commercial uses nearby include the Kamana Senior Center southwest of the site, and <br />medical offices on Kino'ole Street. <br /> <br />All utilities and services are available to the site. Access is proposed from the <br />existing driveway fronting Kino'ole Street. The applicant may consider another access <br />from Kamana Street in the future. The Depaliment of Public Works recommends the <br />following: <br /> <br />. improvements to the entire Kamana Street frontage consisting of, but not limited <br />to, pavement widening with concrete curb, gutters, and sidewalk, drainage <br />improvements, and any utility relocation. <br />. "full width" concrete sidewalks along the propeliy's entire Kino'ole Street <br />frontage, replacing the existing planter area with concrete. <br />. removal of the existing driveway on Kino'ole Street and relocation along either <br />Kino'ole or Kamana Street, preferably on Kamana Street, at least 75 feet from the <br />intersection of Kino' ole Street and Kamana Street, in compliance with Chapter <br />22, County Streets, of the Hawai'i County Code. <br />
