No. 565/Res 251-09 <br /> <br />DATE: <br />PLACE: <br /> <br />Council Chair and Members <br />Hawai'i County Council <br />Hilo, Hawai'i 96720 <br /> <br />Your Committee on Finance, to which was referred Resolution No. 251-09, reports as follows: <br /> <br />Resolution No. 251-09, transmitted by Finance Director Nancy Crawford via Communication. <br />No. 565, dated October 1,2009, authorizes the Office of the Mayor to enter into an agreement <br />with the City and County of Honolulu for real property tax program support services as well as <br />authorizes the payment of funds for more than one fiscal year for this agreement. <br /> <br />The real property tax administrators of the four counties realize that they have common concerns <br />and need to support each other. It was determined that benefits could be realized by working <br />together to share resources. As a result, through a cost sharing agreement with the City and <br />County of Honolulu, certain real property services will be provided to support our county's real <br />property tax program. <br /> <br />Pursuant to Section 46-7, Hawai'i Revised Statutes, County Departments must obtain the consent <br />of the Council to enter into agreements with the federal or state governments respecting action to <br />be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds <br />or other assistance in connection with projects being or to be undertaken pursuant to those <br />powers. <br /> <br />Pursuant to Section 10-11, Hawai'i County Charter, any contract, lease or other obligation <br />requiring payment of funds from the appropriations of a later fiscal year must be approved by <br />resolution. <br /> <br />Council Member Ford asked for clarification on the contract terms in Section 2 and suggested <br />that the City and County of Honolulu should provide the detailed accounting of its charges <br />without the County having to request one. <br /> <br />Council Member Hoffmann requested a copy of the appraisal manual be brought to the next <br />hearing of this resolution, if possible. <br /> <br />Finance Director Nancy Crawford assured the Council Members that Real Property Tax <br />Administrator Stanley Sitko will be present at the Council Meeting to answer their questions. <br /> <br />FC Rept.
