No. 527/Bill148 <br /> <br />Your Committee on Public Works and Intergovernmental Relations, to which was referred <br />Communication No. 527 and Bill 148, reports as follows: <br /> <br />Bill 148, transmitted by Council Member Donald Ikeda, via Communication No. 527, dated <br />September 11,2009, amends Chapter 24, article 10, division 1, section 24-253.1, schedule 1 1 <br />(15 mile per hour limit), paragraph (c), South Hilo, ofthe Hawai'i County Code 1983 (2005 <br />Edition, as amended), by adding the following, to appropriately numbered and to read as follows: <br /> <br />"() Pi'ihonua Road, from a point 7 mile northwest ofthe terminus ofWaianuenue <br />Avenue at the southern terminus of Bridge 25-2 to its western terminus" <br /> <br />The purpose of this amendment is to lessen the speed limit on this narrow, one-lane road, thereby <br />promoting public safety. <br /> <br />There was testimony in support of this proposed bill. Several testimonies stated that the <br />congregation of large group of teen and young adults has been causing problems consisting of <br />illegal activities, noise and littering in this area for many years. <br /> <br />Traffic Division Chief Ron Thiel appeared before Your Committee. As the introducer ofthis <br />proposed bill, Mr. Ikeda has the support ofthe Department of Public Works.
