COUNTY OF HAWAII <br />RESOLUTION NO: <br />~V~tv cs k,~7 <br />~~ i <br />,,le;,; <br />•~ :k <br />+1~ y~ y1 <br />,rf Gf •N~,i~ <br />STATE OF HAWAII <br />~~~ V <br />A RESOLUTION REQUESTING THE MAYOR TO TRANSFER ALLOCATION OF <br />ALL COUNTY FUNDED VACANT POSITIONS THROUGHOUT THE COUNTY OF <br />HAWAII INTO THE BUDGET STABILIZATION FUND, ACCOUNT NUMBER <br />010.801.5801.53.341. <br />WHEREAS, in the Mayor's message to the Hawaii County Council dated <br />February 27, 2009, on the proposed Operating Budget for the fiscal year ending June 30tH <br />2010, he states that "we are currently holding 481 positions vacant"; and <br />WHEREAS, Mayor Kenoi has predicted a $44.8 million budget deficit based on a <br />$33.8 million less in projected revenues and $11 million more in projected expenses; and <br />WHEREAS, in a newspaper article dated September 16, 2009, in the West Hawaii <br />today, the Mayor stated "Going forward, there will be unprecedented cuts in every <br />department" and further state "We need to transform government, become more efficient and <br />provide a higher level of quality service with fewer resources."; and <br />WHEREAS, the County Council shares the Mayor's concern and believes that <br />funding placed in vacant positions must be utilized to address the projected shortfalls in next <br />year's fiscal budget; and <br />WHEREAS, having these allocations spread throughout the Operating Budget in line <br />item county positions makes it difficult for the public to see how much funded vacant position <br />dollars are available to help with addressing the upcoming budgetary shortfalls; and <br />WHEREAS, funds kept in these line item vacant positions maybe transferred without <br />Council approval or public review for purposes other then the intended allocation approved by <br />the Council; and <br />WHEREAS, transferring these allocated funds from the vacant positions to the <br />Budget Stabilization Fund will insure that these funds are utilized to deal with our budget <br />crisis and makes the dollar amount transparent to the people of the County of Hawaii; and <br />WHEREAS, the conditions of this resolution shall not apply to any Federal or State <br />funded positions in the County of Hawaii; and <br />WHEREAS, the Council finds that this action is necessary to support the Mayor in <br />his difficult task of dealing with the budgetary shortfall by building up the Budget <br />Stabilization Fund that will not be spent this fiscal year; now, therefore, <br />
