COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. ~~`~ ~~ <br />A RESOLUTION REQUESTING THE MAYOR TO IMMEDIATELY IMPLEMENT A <br />ZERO-HIRING POLICY FOR THE REMAINDER OF FISCAL YEAR 2009-2010. <br />WHEREAS, Mayor Kenoi has predicted a $44.8 million budget deficit based on a $33.8 <br />million less in projected revenues and $11 million more in projected expenses; and <br />WHEREAS, in a West Hawaii Today newspaper article dated September 16, 2009, the <br />Mayor stated "Going forward, there will be unprecedented cuts in every department" and further <br />states, "We need to transform government, become more efficient and provide a higher level of <br />quality service with fewer resources."; and <br />WHEREAS, continuing to add more people on the County payroll places an additional <br />burden on labor cost during a time that the Mayor is projecting a significant drop in County <br />revenues; and <br />WHEREAS, this added financial burden of hiring new county employees combined with <br />shrinking revenues may jeopardize funding for current County employee positions; and <br />WHEREAS, the County of Hawaii has placed over 100 employment advertisements <br />combined in both major island newspaper publications since January 1, 2009, as well as paying <br />for employment advertisement on the radio throughout this fiscal year; and <br />WHEREAS, labor cost and benefits represents approximately 70% of the operating <br />budget and azero-hiring policy for the rest of the fiscal year is a prudent measure to help control <br />labor and benefit costs, that if not kept in check, may result in the County resorting to increasing <br />real property taxes; and <br />WHEREAS, the conditions of this resolution shall not affect the current recruitment of <br />police officers and fire fighters, and allows for applicants in other departments due consideration <br />for future hiring should the County financial condition improve during the fiscal year 2010-2011; <br />now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br />Mayor is hereby requested to immediately implement azero-hiring policy for the remainder of <br />Fiscal Year 2009-2010. <br />BE IT FURTHER RESOLVED that those applicants that are currently in the hiring <br />process be given due consideration should the County financial condition change during the <br />Fiscal Year 2010-2011. <br />
