REQUEST: <br /> <br />Attached is a bill for an ordinance amending CHAPTER 24, ARTICLE 7, SECTION 24-167 of the Hawai'i <br />County Code Relating to the Operation of Vehicles. The amendment adds safety chain requirements for <br />towed vehicles and trailers. <br /> <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br />The County Code currently addresses requirements for equipment identified as towing drawbars or other <br />emergency connections, but does not include any requirement for safety chains to provide additional <br />security. Requiring safety chains for vehicles towing trailers will ensure that the level of safety on our roads <br />and highways are increased.
