<br />COUNTY OF HAWAI'I <br /> <br /> <br />STATE OF HAWAI'I <br /> <br />RESOLUTION NO. <br /> <br />290 09 <br /> <br />RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER <br />INTO AN AGREEMENT WITH THE STATE OF HAWAI'I DEPARTMENT <br />OF THE ATTORNEY GENERAL, PURSUANT TO HRS 46-7, FOR A <br />HAWAI'I NARCOTICS TASK FORCE - RECOVERY ACT GRANT <br /> <br />WHEREAS, the State of Hawai'i Department of the Attorney General, Crime <br />Prevention and Justice Assistance Division has authorized a Hawai'i Narcotics Task <br />Force - Recovery Act Grant to the Hawai'i County Police Department; and <br />WHEREAS, the purpose of the grant is to disrupt the flow of narcotics via the <br />apprehension of mid- to high- level dealers that are smuggling and distributing narcotics <br />into and with the State of Hawai'i; and <br />WHEREAS, some of the major objectives are 1) to maintain a narcotics task <br />force of personnel from the Hawai'i County Police Department, Maui Police Department, <br />and Kauai Police Department, 2) to increase knowledge of vice officers by providing <br />training in such topics as narcotic investigations, current drug trends, smuggling and <br />distribution techniques, and State/Federal laws that impact the task force, and 3) to <br />meet at least quarterly to coordinate joint operations and training, as well as other <br />enforcement efforts, and to share information; and <br />WHEREAS, the sharing of resources and information between the Task Force <br />participants will affect not only the individual Counties but also the State of Hawai'i; and <br />WHEREAS, the results will be a decrease in the flow of illegal narcotics in the <br />State which will positively impact all aspects of police work and the criminal justice <br />system; and <br />WHEREAS, the funds provided by the State of Hawai'i Department of the <br />Attorney General are derived from the federal government's American Recovery and <br />Reinvestment Act of 2009; and <br />
